Ms. Samiya Mukhtar

Samiya Mukhtar is a seasoned finance professional with over 18 years of experience spanning fiscal reforms, institutional restructuring, debt and corporate credit rating, and investment valuation. A Gold Medalist from LUMS and a Chartered Financial Analyst (CFA) charterholder, she brings a rare combination of fiscal policy leadership and capital market rigor to complex reform environments.

Prior to joining PFAS, she served as Senior Research & Investment Advisor at UBL Fund Managers, where she led macroeconomic research and energy sector investment valuations, providing analytical direction for equity market capital allocation and investment strategy.

She has held senior roles in multilateral and donor-funded reform programs, including the FCDO-funded Sub-National Governance Programme-II, where she served as Public Financial Management Advisor. She also served as Head – Public Financial Management Unit (PFMU) under the Finance Department, Government of the Punjab, leading implementation of the USD 304 million World Bank-funded PRIDE Program and driving achievement of key Disbursement Linked Results focused on pension reforms, strengthening treasury systems, budget integration, and fiscal transparency.

Earlier in her career at The Pakistan Credit Rating Agency (PACRA), she played a pioneering role in developing financial institution rating models and Pakistan’s first sub-national credit rating methodology, enhancing fiscal risk assessment frameworks.

With overall exposure to over 200+ public and private sector entities, including provincial departments, regulators, banks, infrastructure companies, and corporates, her expertise spans financial management reforms, business strategy, creditworthiness assessment, corporate governance, financial modelling, investment valuation, and risk analytics.
